01/06/23Welcome and Introduction
Summary of Discussion:   PW welcomed all to the meeting.
02/06/23Apologies and Expressions of Interest
Summary of Discussion:   Apologies were received from Jenny Cooper (JC).
03/06/23Minutes of Previous Meeting dated 29th March 2023 and previous AGM dated 29th June 2022.
Summary of Discussion:   The minutes were accepted as a true record of each meeting.
04/06/23Matters Arising
Summary of Discussion:   PW thanked IW for making the “Pomeroy Trust” sign on the new noticeboard and JOD for printing the display materials.   PW to try to locate the stop tap at the hall.   PW has been busy removing the overgrowth from the hall car park. He has cleared the front and side of the hall, making access from the road much easier. It was decided that PW should carry on and expose the whole of the car park when he gets time. PW to dig car park. The committee decided to put a memorial on the outside of the hall so people would know it was there and so it was accessible to all. JB to get prices.

Summary of Discussion:   PW reported that things are progressing slowly but steadily.
06/06/23Clerk’s Report
Summary of Discussion:   Since this time last year, we have:   Bought and installed a noticeboard in the car park at The Duke of York. We have filled it with information and put a new sign on the back with “The Pomeroy Trust” on it, for anyone approaching the noticeboard from the roadside.   Our planning application was approved in January 2023. We have claimed the grant from the War Memorials Trust.   We have been looking for companies who can do a Written Scheme of Investigation (WSI) for us, which will be needed if we dig down to install a septic tank. We have also started to look at builders for the project. We also tried to find out how much it would cost to reconnect the hall to mains water and electricity.   JB and PW have started to attend meetings with other local village halls. There were plans to meet with Castlecatt War Memorial Association.   However, we have not yet been able to complete our application to become a registered charitable trust.
07/06/23Treasurer’s Report and Funding
Summary of Discussion:   We are still in need of a treasurer.   Appendix 1 shows the Financial Year 2022-2023. We have had our accounts audited and the signed independent verification was received yesterday.
08/06/23Funding
Summary of Discussion:   We have not applied for any funding since the Better Derbyshire Dales Grant last year. JB has completed and returned the evaluation questionnaire for this grant.
09/06/23Fundraising Report
Summary of Discussion:   RD reported that we still have 37 people in the 100 Club.   The booze cruise prize is still available and there is no time limit on using it. RD and JC to look at this in September. JC and RD to talk about future fundraising ideas.
10/06/23Planning and Research into Restrictions
Summary of Discussion:   We have been working through the list of planning conditions that came with our planning permission. We have already started the process of looking for someone to do a Written Scheme of Investigation (WSI) for us. DCC are unwilling to reduce the speed limit at Pomeroy. DCC queried whether additional signage on the bend would significantly change driver behaviour. The bend at Pomeroy is currently highlighted with three double sided reflective chevron signs, a double solid white lines system (single to either approach) and edge lining. High friction surfacing was also applied three or four years ago.   JOD was disappointed that DCC had not answered her questions about other issues such as visibility, turning traffic and indiscriminate parking. She had contacted DCC Councillor Simon Spencer and Sarah Dines, MP for Derbyshire Dales to see if they could get a response. As a result, JOD had been able to speak to Nigel Atkinson at DCC Highways. He suggested a left in, left out system would be most appropriate.
11/06/23Charity Commission (CC) / Rural Action Derbyshire (RAD)
Summary of Discussion:   JB met with Helena Stubbs from RAD. The key points were that; Parish Councils have funding and statutory power to support village halls and encouraged us to approach them, we have to be careful about using the hall to run a business or sub-letting the hall and that we operate within charity rules and that it may be possible to apply to be a CIO without the help of a solicitor. JB to look at what other village halls locally are doing.

Summary of Discussion:   At the last meeting we discussed putting something on the Pomeroy Trust website to encourage interaction e.g., asking local people to help us with renovating the hall or installing a memorial plaque. Putting an appeal out to local builders along with our website address was suggested as a way of drawing people to the Pomeroy Trust website. JB suggested it was time to do another newspaper article as we have concentrated on News and Views lately.
13/06/23Election of Committee
Summary of Discussion:   All committee members were happy to continue in their current roles for another year. Nobody disagreed.   We will review where we are at this time next year and decide whether to continue.       
14/06/23AOB
Summary of Discussion:   JOD has been given the details of a planning and development consultant. She is having a look at our plans and correspondence with highways and planning so she can suggest what we could do next. She knows a traffic consultant who might be able to help. She often does work on community projects for free or very little cost. JOD to follow up.   JOD is still trying to write a book about Pomeroy. So far, we have lots of interesting information from books and newspapers. What is needed now are some memories and anecdotes from current and former residents of Pomeroy plus photographs. Any other contributions are very welcome (JB to add this appeal to the newspaper article). Please contact us if you have a memory of Pomeroy ([email protected]).
