02/11/20 Apologies and Expressions of Interest
There were no apologies received.
03/11/20 Minutes of Previous Meeting dated 21st September 2020
The minutes were accepted as a true record of the meeting.

04/11/20 Matters Arising
Duke of Edinburgh (DoE)
We have spoken to the DoE about using Pomeroy Hall as a bunk barn. This information has been shared with Elanor Hazlehurst for her local needs survey.
Insurance:
The insurance company requested that the holes in the flooring we filled in. This was completed on the 26th October, thank you to PW and IW.
Registrar:
We enquired about the hall being used in future for civil wedding ceremonies. This has also been shared with Elanor Hazlehurst.
Water and electricity:
BD asked GD about old water plans and found that STW do not have records pre-1981.
JOD wasn’t able to say exactly when the water supply was installed due to incomplete records.
JOD is still waiting to hear from Western Power.
05/11/20 Buxton Drama League (BDL)
We were able to access the hall to fix the floor as per the conditions of the insurance policy and then again to carry out the feasibility study. BDL raised a query about Covid-19 risk assessments which we are now looking into (see below).
BDL got in touch to say that the current Chair is stepping down and the new Chair will be Jayne Marling. BDL are currently in the process of vacating the hall and hope to complete by Christmas. BDL to post the key through JC’s door when finished.
06/11/20 Architect
We have chosen Smith and Roper architects to do our feasibility study. This has been started. Smith and Roper will work with Elanor Hazlehurst of Greenwood Projects to produce the study. Thank you to Bridget and Gary at the Duke of York, Pomeroy for offering their parking and outside facilities for the Architects to use.
07/11/20 Feasibility/Architects – Fit for Funding
Elanor Hazlehurst of Greenwood Projects will carry out a community services review, which looks at what is around us and makes comparisons. She will conduct a local needs assessments and area profile to build up a picture of what is happening nearby. She will contact a number of stakeholders (local council, volunteer service etc) to get their early thoughts on the building.
Elanor suggested we look at community consultation with a bit of help from Greenwood. JB suggested that, for the community consultation, instead of asking what we should do with the hall, we should ask what the local area needs. She suggested doing a flyer to put out in Pomeroy, Sterndale Moor, News and Views, Sterndale school, Flagg nursery, local parish councils etc. We are looking into getting information from tourists too using local business’s Facebook and web pages.
08/11/20 Land Registry
There is nothing new to report, JOD contacted the solicitor on 4th November. They have not received anything from Land Registry.
09/11/20 Rural Action Derbyshire
JOD instructed Helena Stubbs to register The Pomeroy Trust as a Charitable Trust as per our last committee meeting. Advice is required from the Charities Commission about the best way to do this. Helena asked the Committee to consider the ACRE Model Trust Deed for Village Halls to confirm that we understand the type of governance structure we want to adopt. The trustees have also signed the Declaration of Trust to apply to the Charity Commission.
10/11/20 Treasurer Report
Current account:
We still don’t have online access to the bank account. LM had chased Nat West again on 3rd December and was told our online application has been approved and we should receive the paperwork soon.
Dormant account:
We have now submitted verified identification for all Trustees and are awaiting the next letter from RBS.
11/11/20 Highways
JOD has spoken to DCC about a path from Pomeroy Cottages to Street House Farm. We are awaiting a reply on how much this will cost and whether we are able to fundraise for this.
JC has spoken to Platform Housing (the housing association who own some of Pomeroy cottages) and they have some “Neighbourhood Improvement ” funds available and would possibly be willing to add to any money we can get towards improving the path from the cottages to Street House. Platform Housing have donated to our raffle, see below.
Platform Housing also sent JC info about the Hardyal Dhindsa’s Vulnerability Fund and said that Platform Housing have their own hardship fund which may also be able to help. JC to share info from DCC Highways with Platform Housing when we have it.
12/11/20 Funding
We were awarded £1000 from DCC Community Leadership Fund and £3390 from the WMT for the feasibility study. Since the last meeting we have been awarded £1000 from the Bingham Trust and The Better Derbyshire Dales Fund has also awarded us £1000. The funding bid to Foundation Derbyshire was unsuccessful and Waitrose are not doing their “Community Matters” scheme anymore. The PDNPA Small Grants Scheme have offered us £300. JOD has filled in the required forms to claim this.
13/11/20 Fundraising
We have now sold 51 100 club numbers and the club is now closed to new members until next September. RD took a video of the first draw in September, the winning number was 14 which is Heather Birds. BD won the October draw. The winner of the November draw was Jennie Parker.
JC and RD have organised a Christmas raffle. We have got lots of amazing prizes as follows. The tickets are £2 each. Cash or cheques can be taken to 8 Pomeroy Cottages (in an envelope clearly marked with your names and contact details) or you can transfer money directly into our bank account (The Pomeroy Trust, Nat West account 92302254, sort code 60-04-18). Please put raffle and your name in the reference section. There will be a live draw on Facebook on 20th December.

JC said there were no future events planned because of Covid, though we are looking at other ways to fundraise that are possible within Covid restrictions.
JB asked if we could start thinking about next year. It will be the 100th anniversary of Pomeroy Hall opening in September 2021. All suggestions for events/celebrations welcome.
14/11/20 News and Views Parish Newsletter
Pomeroy War Memorial Hall was on the front page of the last newsletter.
Thank you to JC and her daughter who have offered to help deliver News and Views locally. JB thought it might be good to share the feasibility study with Pomeroy and Sterndale Moor residents via the News and Views newsletter.
JOD has submitted another article for the Jan/Feb edition of the newsletter with updates on funding, the 100 club and the Christmas raffle. Because of timing, there will be a full write-up of the raffle, the prizes and the winners in the next edition of News and Views after that. We also need to write an article about the feasibility study and what people in the local area need.
15/11/20 Correspondence/Any other business
Arial photos from No 6 Pomeroy Cottages (thanks to JC) – these were circulated via email.
Risk assessments for Covid-19 and GDPR – BD suggested it might be useful to have risk assessments for these matters. JOD did a bit of research before being sent some templates by Derbyshire Dales CVS.
JC and RD noticed that the BBC programme “DIY SOS” are looking for community projects to help.
Photo Competition – back in January we entered the 2020 ‘Wonderful Villages’ photo competition. There were 672 photos submitted but judging was put on hold because of Covid-19. The winners were as follows.

15/11/20 Date and Time of Next Meeting
The next meeting should be the AGM in March. However, due to Covid restrictions PW suggested it might be better to wait until the vaccinations have been done and the situation is a bit more normal so we can have a public meeting. JB suggested reviewing the date of the next meeting in the new year.
